Ripple Unlocks 30 EU Markets With MiCA License: Can the CLARITY Act Push XRP to $10?

Ripple has secured full authorization under the European Union’s Markets in Crypto-Assets framework, opening regulated access to its payments infrastructure across all 30 European Economic Area countries.

The Luxembourg Commission de Surveillance du Secteur Financier approved Ripple’s Crypto-Asset Service Provider license after granting preliminary authorization in June.

Combined with its Electronic Money Institution license, the approval allows European banks, fintechs and corporations to collect, exchange and distribute funds through a single regulated integration.

The expansion strengthens Ripple’s institutional position as Washington considers the CLARITY Act. For XRP investors, however, the central question is whether regulatory progress can generate enough demand to support a long-term move toward $10.

MiCA Gives Ripple a European Launchpad

Ripple said its end-to-end crypto payments product is now available across the EEA under one regulatory framework, removing the need to pursue separate approvals in each participating country.

“This CASP authorisation means Ripple enters the post-transitional MiCA era fully compliant and ready to scale,” Cassie Craddock, Ripple’s managing director for the UK and Europe, said in the company’s announcement.

Ripple now holds more than 75 regulatory licenses globally. The European approval could expand institutional use of its payments, custody and liquidity products, including XRP and the RLUSD stablecoin.

However, Ripple’s commercial growth does not automatically translate into demand for XRP. Institutions can use Ripple’s infrastructure while settling in fiat currencies or stablecoins, meaning XRP must demonstrate a clear liquidity or cost advantage to benefit directly.

CLARITY Passage Could Deliver an Upside Surprise

The CLARITY Act would establish a more defined US market structure for digital assets and clarify the roles of federal regulators. The legislation has advanced through the Senate Banking Committee, but unresolved political issues and limited floor time continue to complicate its path.

Alex Tapscott, CEO of CMCC Global Capital Markets, argues that financial markets have not priced in the bill’s passage, even though prediction markets previously placed the odds near 50%.

“If it does pass, there’s a huge surprise to the upside potential,” Tapscott said. He expects failure to have a more limited effect because investors are not heavily positioned for approval.

Industry leaders have made similar arguments. Blockchain Association CEO Summer Mersinger called legislative progress “an important step” toward clear rules, while Solana Policy Institute President Kristin Smith described the process as a “make or break moment” for US financial leadership.

XRP at $10 Requires More Than Regulation

A CLARITY Act victory could reduce the risk premium attached to XRP, encourage institutional allocations and support exchange-traded fund inflows.

Yet $10 remains an aggressive target rather than a near-term consensus forecast.

Standard Chartered digital-assets researcher Geoffrey Kendrick reduced his 2026 XRP forecast from $8 to $2.80 amid difficult macroeconomic conditions. His longer-term outlook remains more bullish, with targets of $7 for 2027 and $12.60 for 2028.

Those forecasts show that XRP could theoretically cross $10, but legislation alone would be insufficient. The token would also need sustained ETF inflows, expanding payment utility, tighter liquid supply and stronger crypto-market conditions.

MiCA gives Ripple the regulatory infrastructure to compete across Europe, while CLARITY Act could create a comparable foundation in the US.

Whether XRP reaches $10 will ultimately depend on institutions using the token, not simply Ripple’s technology.
