XRP Price Could Double if CLARITY Act Passes in October, Says Analyst, as BMO Reveals ETF Holdings

XRP’s price is trying to turn a brief break below $1 into a launchpad for a much larger recovery, with one technical analyst arguing that regulatory clarity could unlock up to 100% upside.

Gareth Soloway, chief market strategist at Verified Investing, told the Paul Barron Network that XRP’s rapid recovery after piercing the $1 level may have flushed out leveraged traders and left a potential short-term bottom.

His bullish scenario depends heavily on Washington.

If Congress passes the CLARITY Act in September or early October, Soloway said XRP could rise by 50% to 100%. Meanwhile, even more bullish predictions are arriving from analysts.

The calls come as Bank of Montreal (BMO) disclosed positions in two XRP-linked exchange-traded funds in its latest Form 13F filing.

Why Gareth Soloway Thinks XRP Price Could Gain 100%

Soloway said that XRP’s rapid recovery after piercing the $1 level may have flushed out leveraged traders, leaving a potential short-term bottom.

The analyst focused first on XRP’s brief drop to $1, a round number where retail traders often place stop-loss orders.

He said the heavy trading volume around that move likely reflected a wave of liquidations.

“What I loved actually about XRP is that it almost immediately bounced back above a dollar,” Soloway said.

He described the move as a possible “bottoming tail.”

Soloway also pointed to support around $0.96 to $0.97 and a longer-term wedge pattern that had already broken to the upside.

Those signals were enough for Soloway to turn constructive despite the weak-looking chart.

“There are green shoots in XRP,” he said, adding that the setup made him favor a long position at current levels.

Asked where XRP could trade if US lawmakers passed the CLARITY Act in September or October, Soloway said he saw “50% to 100% upside.”

His first major test would be the $1.50- $1.55 range, where previous rallies had repeatedly met resistance.

What a 100% XRP Price Rally Would Mean — and How Likely It Is

XRP traded at roughly $1.00 on Aug. 13, according to CoinMarketCap.

From that starting point, Soloway’s range translates into the following prices:

  • A 50% rally from XRP’s current level near $1 would take the token to approximately $1.50.

  • If XRP doubled, its price would reach $2 and its market value would climb to roughly $125 billion.

  • Soloway identified $1.50 to $1.55 as the first major resistance zone.

However, if the CLARITY Act fails, he warned that XRP could retreat to $0.70, reducing its market value to approximately $44 billion.

Even a doubling to $2 would leave XRP about 45% below the $3.66 record reported by OKX in July 2025.

In that sense, Soloway’s forecast is aggressive for a move lasting only a few weeks, but it would still represent only a partial recovery.

CLARITY Act Delays

The Senate has postponed action on crypto market-structure legislation until after its August recess.

Senate Majority Leader John Thune said the measure would return to the floor in September, but lawmakers still face disputes over stablecoin rewards and ethics provisions.

One prediction market cited by Investor’s Business Daily put the probability of passage in 2026 at only 14% after the delay, down from 82% in February.

The Senate would also need sufficient support to overcome a filibuster, then reconcile its version with the House version before sending the legislation to the president.

That makes a September or early-October passage a low-probability, high-impact scenario rather than the market’s base case.

A favorable vote could produce a sharp relief rally, but a 100% gain would still require follow-through from ETF buyers and enough spot demand to absorb profit-taking around $1.50.

Bank of Montreal Reveals XRP ETF Holdings

The second bullish headline came from the Bank of Montreal.

BMO’s SEC filing, submitted Aug. 12, listed 14,271 reportable positions with a combined value of $303.651 billion.

Within that portfolio, BMO reported 323 shares of the REX-Osprey XRP ETF (XRPR) and 20 shares of the ProShares Ultra XRP ETF (UXRP), according to the filing’s holdings data.

It indicates that XRP-linked products have entered the investable universe used by major financial groups.

Bullish XRP Price Predictions

Soloway is not alone in looking for an XRP price recovery, although recent forecasts vary widely in both their time horizons and assumptions.

Standard Chartered has also maintained a bullish outlook on XRP, targeting $2.80 by the end of 2026.

The bank previously projected that XRP could reach $8, but later reduced its forecast amid challenging economic conditions.

Although the downgrade highlights the uncertainty around mega growth, a move to $2.80 would still represent approximately 180% upside from $1.

Other analysts have issued substantially more aggressive XRP price forecasts.

In June 2025, technical analyst Javon Marks said XRP’s long-term chart resembled the formation that preceded its historic 2017 rally.

“$XRP can be setting up here to deliver its next wave up towards the 1.618 Fib Level,” Marks wrote on X.

Marks argued that a move toward the 1.618 Fibonacci extension could produce an additional 800% rally, taking XRP to approximately $21.

His most optimistic scenario placed XRP above $152 at the 2.272 Fibonacci extension.

However, the prediction remains unfulfilled. XRP traded between approximately $2.20 and $2.50 when Marks published his analysis.

It rallied to about $3.65 the following month before reversing and falling to roughly half its June 2025 price.

XRP Bull Says Token Should Already Be Worth $15, Eyes $324

As the regulatory negotiations continue, analyst Charusan doubled down on his belief that XRP remains substantially undervalued.

“If people realized what the XRPL is truly capable of, the price of XRP would be $15 right now,” he wrote.

Charusan said many XRP holders did not fully understand the asset’s potential, adding that he had not spent six years researching and holding the token merely for it to reach $15.

The comments reinforced his previous prediction that XRP could eventually exceed $300 and outperform Bitcoin and Ethereum.

In June, Charusan published a model that placed XRP at $324.22.

“My mathematical calculations explicitly point to $324.22,” he wrote.

The model assumes that institutional adoption would reduce XRP’s freely available supply to 15 billion tokens.

It also assumes that an XRP-based settlement system would process $1.2 trillion in daily cross-border banking volume.

Those assumptions make the $324 forecast highly speculative.
