Key Takeaways
  • Patrick Witt’s departure leaves the White House without a named successor to coordinate its crypto priorities.
  • Losing a key negotiator could complicate efforts to advance legislation around the November midterms.
  • Regulatory work and Treasury’s Strategic Bitcoin Reserve responsibilities continue despite the leadership vacancy.

Patrick Witt has left his role as executive director of the White House Crypto Council, creating another leadership vacancy as Washington struggles to advance legislation governing digital assets.

The White House confirmed on Oct. 14 that Witt’s temporary assignment had expired, according to reporting by Eleanor Terrett.

No successor was announced, leaving questions about who will coordinate the administration’s crypto priorities through the November midterm elections.

His departure adds uncertainty around the stalled CLARITY Act and the administration’s ability to turn its support for crypto into lasting legislation.

Another Departure Leaves Crypto Coordination Uncertain

Witt served at the White House on a temporary assignment from the Department of Defense. He had planned to leave in July for mandatory Georgia Army National Guard training, but it was postponed.

His exit follows those of David Sacks, the administration’s former AI and crypto czar, and deputy director Harry Jung. Sacks left in March after reaching the limit for his service as a special government employee, while Jung departed in July.

Together, the departures raise a practical question: who now handles the daily work of connecting lawmakers, regulators and industry representatives?

That matters because negotiations require an official who can communicate the administration’s position and keep competing interests engaged. Losing that coordinator could make already difficult compromises harder to reach.

The White House described Witt’s departure as the expiration of his assignment. Its explanation offered no evidence of a dismissal or a change in crypto policy.

Crypto Loses a Negotiator as Senate Divisions Persist

The immediate legislative concern regards the crypto-related acts, which aim to establish a federal framework for digital asset markets.

The most relevant one was the CLARITY Act, as the House passed its version in July 2025, but Senate negotiations became entangled in disputes over stablecoin rewards and presidential conflicts of interest. A September procedural vote failed to advance the legislation, leaving its path to passage uncertain.

Banks and crypto companies disagree over stablecoin rewards, with banks concerned that yield-bearing products could draw away deposits.

Democrats have also questioned whether proposed ethics restrictions would provide enforceable safeguards around President Donald Trump’s crypto interests.

Witt’s departure does not resolve either dispute. The risk is that his absence slows efforts to rebuild an agreement as the election approaches.

For exchanges, token issuers and investors, further delay prolongs uncertainty over which activities fall under securities regulation and which belong within a commodities framework.

Regulators and Treasury Still Have Work to Do

The administration’s crypto agenda extends beyond the council’s staffing.

Its July 2025 policy roadmap urged the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to use their existing powers to clarify registration, custody, trading, and recordkeeping.

It separately called on Congress to give the CFTC authority over spot markets for non-security digital assets. That distinction shows why agency action and legislation serve different purposes.

The Strategic Bitcoin Reserve also rests on an executive order rather than Witt’s continued employment.

Trump’s March 2025 order assigned Treasury responsibility for administering the reserve, initially funded with eligible forfeited Bitcoin. It instructed Treasury and Commerce to develop budget-neutral strategies for acquiring additional BTC.

Those responsibilities continue despite the personnel change. The potential weakness is coordination: agencies can pursue their mandates while Congress remains divided over broader market rules.
