Speaking alongside Senate Banking Committee Chairman Tim Scott at the SALT Wyoming Blockchain Symposium, Lummis welcomed the decision to put the legislation on the calendar.
“Senator Thune was kind enough to actually schedule the bill,” she said, “you have to force them to vote to get them serious.”
The procedural motion is scheduled to ripen at 2:15 p.m. ET on Sept. 15, according to reporting based on the Senate’s official schedule.
It’s important to note that the event is not a final vote on the CLARITY Act.
It is a cloture vote on the motion to proceed, meaning senators will decide whether to limit debate and formally begin considering the bill.
Official Senate records show that Thune filed the motion on Aug. 8 before lawmakers left Washington for their summer recess.
The measure needs 60 votes to advance.
If all 53 Republican senators support it, its sponsors would still need at least seven Democrats or independents.
Supporters argue that the CLARITY Act would replace years of regulation-through-enforcement with clearer registration and consumer-protection requirements.
Negotiations have significantly reshaped the legislation.
Lummis claimed the bill had grown from fewer than 300 pages to more than 600 after Republicans accepted over 100 requested changes from Democrats.
She identified two disputes that could still prevent an agreement.
The first concerns protections for software developers.
According to Lummis, a group of state attorneys general proposed language requiring developers to prove they did not know their software would facilitate illicit transactions.
The second dispute concerns Trump’s crypto interests.
Lummis said she and Republican Senator Bernie Moreno had persuaded Trump to place relevant holdings in an ethics-office-approved blind trust or divest them.
Democrats are seeking stricter safeguards, however.
Republican Senator Thom Tillis and Democratic Senator Ruben Gallego have reportedly discussed an alternative that would require Trump to divest interests above 5% in businesses such as World Liberty Financial.
Stablecoin rewards remain another potential fault line.
Banks contend that rewards paid on stablecoin balances could pull deposits away from smaller lenders, reducing their ability to extend credit.
Bitcoin’s price was trading near $64,300 on Wednesday, meaning it would need to rally approximately 133% to reach above $150,000.
That target is aggressive, but it falls within several bullish scenarios circulated by institutional analysts and prominent Bitcoin advocates.
Citi previously published a $143,000 base case and a bull case above $189,000.
The forecasts assumed continued adoption and approximately $15 billion in spot Bitcoin ETF inflows, with regulatory progress expected to encourage institutional participation.
JPMorgan analysts separately calculated a theoretical Bitcoin value of around $170,000 by comparing the crypto to gold, according to Business Insider.
However, Citi has since become substantially more cautious.
On July 1, the bank cut its 12-month Bitcoin target from $112,000 to $82,000.
It also reduced its bull case to $108,000 and its bear case to approximately $53,000 after abandoning its forecast for positive net ETF inflows.
Citi cited weak investor demand and delayed legislation for the cut.
Since then, Citi CEO Jane Fraser has continued to offer support for the CLARITY Act.
During an August 13 Fox Business interview, Fraser said the bank would continue seeking changes to the stablecoin provisions but wanted a strong bill to pass.
The countdown to the Senate vote comes as Trump prepares to host leading crypto and traditional finance figures at the White House today.
Semafor reported that executives from Coinbase, Ripple, a16z, Chainlink, Kalshi, and Paradigm were expected to attend.
Trump and CFTC Chairman Michael Selig are also expected to deliver remarks.
The meeting precedes the first gathering of the CFTC’s Innovation Advisory Committee on Thursday and is expected to address digital assets and tokenized financial products.
Nate Geraci, President of NovaDius Wealth Management, also said he expected the list to include Gemini and Polymarket.
Geraci argued on X that the administration was “not waiting around for the Clarity Act” and predicted it would “power ahead regardless.”
