Key Takeaways
  • The CFTC is considering whether regulated crypto exchanges could use blockchains to match and execute trades.
  • Its initiative follows the CLARITY Act’s failed Senate vote.
  • It comes as Gil Luria’s $5 million Bitcoin scenario assumes that BTC will replace conventional money.

The Commodity Futures Trading Commission is exploring whether blockchain networks could become part of the machinery powering regulated US exchanges.

Published in the Federal Register on Oct. 13, the agency’s new crypto-market notice asks how existing exchange rules should apply to digital assets and infrastructure operating directly on blockchains.

The development provides a fresh test for one of Bitcoin’s most extreme Wall Street valuation scenarios currently being revived by bulls — D.A. Davidson analyst Gil Luria’s calculation that BTC could eventually be worth $5 million.

CFTC Moves Ahead After CLARITY Act Failure

The CFTC’s advance notice of proposed rulemaking begins the process of developing a federal framework for leveraged and financed retail crypto transactions.

It arrived less than a month after the Senate failed to advance the Digital Asset Market CLARITY Act.

Lawmakers voted 49–50 against invoking cloture on Sept. 15, leaving the bill 11 votes short of the 60 required to proceed, according to the official Senate record.

The CLARITY Act would have established a wider division of responsibilities between the CFTC and Securities and Exchange Commission.

Its failure has left regulators attempting to make progress through their existing powers.

The CFTC is now considering a purpose-built category of regulated exchange known as a crypto asset market, or CAM.

It is seeking feedback on custody, position limits, market surveillance, conflicts of interest, cybersecurity and proof-of-reserves practices.

Could Regulated Exchanges Move Onchain?

One of the CFTC’s most consequential questions concerns the technology underneath regulated markets.

The agency has asked whether a CAM or designated contract market should be permitted to use a blockchain as its trade-matching and execution layer.

It also wants to know what safeguards would be required if smart contracts handled exchange functions without human intervention.

Those questions extend well beyond deciding which crypto may be traded with leverage.

A regulated exchange operating through blockchain infrastructure could combine conventional market oversight with transparent transaction records and continuous settlement.

However, it would also introduce risks involving network congestion, blockchain reorganizations, validator concentration, smart-contract failures and volatile transaction fees.

The CFTC is separately examining how regulations designed around traditional trading sessions should apply to markets operating 24 hours a day.

Where Does the $5 Million Bitcoin Scenario Come From?

The D.A. Davidson analyst outlined the scenario with colleague Alexander Platt in 2024, after Bitcoin crossed $100,000 for the first time.

Luria previously authored an early institutional Bitcoin report when BTC traded near $1,000, arguing that scenarios existed in which its value could increase by between 10 and 100 times.

His newer calculation goes considerably further.

Luria estimated that Bitcoin could approach $5 million if it replaced conventional currencies and captured a monetary system worth approximately $100 trillion.

However, he assigned that outcome a probability of only 1% to 2%.

Luria still identified Bitcoin’s more established use case as a store of value capable of competing with gold.

He also acknowledged that stablecoins may prove more practical as a medium of exchange while reinforcing the dollar’s role as the world’s dominant unit of account.

What Would $5 Million Bitcoin Actually Mean?

With Bitcoin trading near $83,900, reaching $5 million would require an increase of approximately 5,860%, or almost 60 times its current value.

At that price:

  • Bitcoin’s circulating market capitalization would approach $100 trillion.
  • Its fully diluted value, based on a maximum supply of 21 million, would reach $105 trillion.
  • Bitcoin alone would be worth considerably more than today’s combined stock-market value of the world’s largest listed companies.

Regulated onchain exchanges could make Bitcoin and other digital assets more accessible to traditional financial institutions.

They might also increase liquidity and connect crypto more closely with the wider financial system.

But that falls far short of what is to reach needed Luria’s extreme scenario.

Regulation May Help Bitcoin—But It Does Not Prove the Bull Case

The CFTC’s initiative could provide exchanges and institutional investors with clearer rules after Congress failed to pass the CLARITY Act.

Allowing regulated markets to use blockchains for execution would also represent an endorsement of technology once considered outside the conventional financial system.

However, regulatory integration does not guarantee that demand for Bitcoin will rise sufficiently to justify a $100 trillion valuation.

For Bitcoin to reach $5 million under his framework, it would need to do more than become a widely traded regulated asset.

It would have to replace a significant portion of government-issued money and become a main player in the world’s economy. But even then, it could still fall far short of what would be required for Luria’s extreme scenario.
