Daily settlement volume on the Coinbase-developed payment protocol has fallen 93% year-to-date, according to market analyst Jamie Coutts, citing Helios Analytics data.
However, Cloudflare’s new Monetization Gateway could provide the infrastructure needed to turn experimental activity into sustained demand.
x402 Volume Drops After 2025 Testing Boom
x402 allows AI agents and other software to pay automatically for online services using the HTTP 402 “Payment Required” status code. The protocol is designed to support machine-to-machine transactions without requiring subscriptions, user accounts or manual checkout processes.
Activity surged during the fourth quarter of 2025, when daily settlement volume repeatedly approached $800,000 and occasionally exceeded $1 million.
That momentum faded rapidly after December, suggesting much of the increase came from developers testing the technology rather than agents purchasing services at scale.
The protocol’s seven-day average settlement volume recently stood at approximately $41,800, while the latest provisional daily figure was about $28,400.
Volume has also declined 55% over the past three months.
Coutts described the downturn as a “reality check” for the narrative that the agentic economy is already operational.
Although x402 activity remains substantially higher than a year ago, that comparison starts from an extremely low base and offers limited evidence of widespread commercial adoption.
Cloudflare Gateway Expands Stablecoin Payments
Despite the decline, Cloudflare’s entrance could significantly expand x402’s potential market.
The internet infrastructure company launched its Monetization Gateway on July 1, allowing customers to charge for webpages, APIs, datasets, and Model Context Protocol tools.
Prices can be set and enforced at Cloudflare’s network edge, with usage metered and payments settled in stablecoins through x402.
The gateway expands on Cloudflare’s Pay Per Crawl service, which enabled publishers to charge AI crawlers for accessing online content.
Monetization Gateway applies this principle more broadly, allowing any caller—whether an AI agent, software application, or human user—to pay for individual digital resources.
This could address one of the biggest barriers facing agent payments: the lack of readily available services that agents can purchase automatically.
Instead of every publisher or developer building bespoke payment infrastructure, Cloudflare can handle access controls, metering, and settlement.
Coutts expects agentic activity to rise more meaningfully as the use of AI agents increases, potentially starting in the fourth quarter.
Infrastructure Growth Has Yet to Produce Demand
Cloudflare is not the only major company supporting the emerging payment standard. Ripple joined the Linux Foundation-hosted x402 Foundation in July, while XRP Ledger integrations allow developers to build autonomous payment applications using XRP or the RLUSD stablecoin.
Andreessen Horowitz also identified x402 as an important technology for AI agents, arguing that autonomous software requires programmable payments capable of moving value at internet speed.
Still, infrastructure and industry support do not guarantee adoption. The 93% decline shows that technical readiness has advanced faster than genuine economic activity so far.
Cloudflare could change that equation by placing x402 payments in front of a large base of websites and developers.
The crucial test will be whether AI agents begin purchasing paid data, APIs, and computing resources frequently enough to generate recurring settlement volume.
Until then, x402 remains a promising payment rail waiting for the agentic economy to catch up.
