However, TDRA and Deca4 had not released corresponding technical announcements at the time of writing, leaving important details about the deployment unclear.
Avalanche Enters UAE PASS Digital Vault
UAE PASS acts as the UAE’s unified digital identity system, allowing citizens, residents and visitors to authenticate themselves, digitally sign documents and interact with government and private-sector services.
TDRA currently reports 12.5 million registered users, alongside roughly 600 million logins and 12 million digitally signed documents.
The Digital Vault is one component of that infrastructure. It allows users to request official documents from government entities, keep digital versions inside UAE PASS and share them with service providers when needed.
The UAE government already describes the Vault as blockchain-powered, saying the technology helps keep digital documents secure.
Avalanche’s announcement therefore appears to concern the blockchain infrastructure supporting or expanding that existing system rather than the creation of UAE PASS itself.
What Will Avalanche Actually Do?
That remains the biggest unanswered question.
Avalanche‘s announcement did not specify whether the Digital Vault will operate on a dedicated Avalanche layer-1, whether Avalanche will replace existing technology, or whether it will simply provide an additional verification layer.
It also did not say whether any personal information will be recorded onchain.
The distinction matters. A blockchain can verify a document without storing the document itself. For example, cryptographic proofs or hashes can provide evidence of a credential’s authenticity and confirm that no one has altered it.
TDRA’s existing documentation describes its Digital Trust Platform as blockchain-based and designed to turn government documents into trusted digital credentials while maintaining privacy.
UAE Pushes Blockchain Beyond Crypto
The integration highlights a broader shift in how governments may use blockchain infrastructure.
Rather than issuing tokens or building consumer crypto products, the UAE use case focuses on identity, trusted documents and digital government services.
UAE PASS has already grown into core national infrastructure spanning hundreds of public and private services.
Digital Dubai said in July that the platform had surpassed 12 million users and was facilitating millions of digital transactions annually.
For Avalanche, supporting infrastructure at that scale could become an important institutional reference point. But the extent of that role will remain uncertain until UAE authorities disclose how Avalanche fits into the Digital Vault’s architecture and whether the integration is already in production.
