Key Takeaways

  • EBA, ESMA, and EIOPA named tokenization and AI as focus areas for their 2027 joint work program.
  • Rising blockchain-related inquiries, without a corresponding increase in crypto issuance, suggest a possible shift toward tokenization.
  • ESMA is examining tokenized collateral in central clearing, with feedback due Jan. 15, 2027.

Europe’s three leading financial supervisors have identified tokenization as a focus for 2027, following increased interest in blockchain infrastructure, smart contracts, and distributed ledger technology.

The European Banking Authority, European Securities and Markets Authority, and European Insurance and Occupational Pensions Authority outlined the priority in their Joint Committee work program, published October 13.

Their assessment points to a possible shift in how financial firms approach digital assets: inquiries into the underlying technology are increasing without a corresponding rise in crypto issuance or offerings.

The program commits supervisors to examining that shift, with planned work covering practical applications, opportunities, risks, and potential obstacles to expansion across Europe’s financial system.

Watchdogs Spot a Shift Toward Tokenization

The authorities’ observations come from innovation hubs, which provide a channel for businesses to discuss emerging financial technologies with regulators.

During 2026, those hubs received more inquiries concerning smart contracts, distributed ledgers, and tokenization. However, the increase did not coincide with an increase in crypto-asset issuance or offering activity.

The watchdogs interpret this divergence cautiously, saying it may suggest a shift toward tokenization that warrants further investigation in 2027.

Tokenization involves issuing or representing assets through digital tokens. In financial markets, applications can include securities and collateral, extending blockchain technology into activities already performed by regulated institutions.

The European Forum for Innovation Facilitators will coordinate the authorities’ exploration. Planned outputs include a thematic section on tokenization and artificial intelligence within a broader innovation trends factsheet.

That work will describe use cases and summarize opportunities and risks. Supervisors will also exchange presentations and practical experience to improve their understanding of emerging business models.

The program leaves room to adjust specific deliverables following further discussions among forum members.

ESMA Takes Tokenization Into Market Supervision

Separate initiatives show how the broader priority is translating into specific supervisory questions.

On Sept. 23, ESMA announced a new Union Strategic Supervisory Priority on digital innovation, to begin in 2027. Its initial focus will be on how supervised firms use AI and tokenization while working alongside national authorities.

The objective is to ensure supervisors possess the expertise and capacity to oversee these technologies while protecting investors and maintaining market safeguards. The initiative will operate alongside ESMA’s existing priority on cyber and operational resilience.

More recently, ESMA opened a call for evidence on Oct. 9 concerning tokenized collateral at central counterparties, the institutions that manage counterparty risk in cleared transactions.

The exercise examines whether digital forms of collateral can function safely throughout their lifecycle, including in the event of a clearing member default.

ESMA is considering assets issued directly on distributed ledgers, digital representations of traditionally held assets, and hybrid arrangements. Responses are due Jan. 15, 2027, with an assessment planned for the first quarter.

Expansion Comes With Demands for Resilience

The collateral consultation illustrates the conditions regulators expect tokenized finance to meet.

ESMA says collateral must retain high quality, legal enforceability, liquidity, and operational availability under stress. Its questions include whether clearing houses could access, transfer, and convert tokenized collateral into cash when necessary.

The authority is also examining client protection, asset segregation, and settlement finality where distributed ledgers interact with traditional infrastructure.

Those concerns sit alongside the Joint Committee’s wider 2027 agenda, which includes oversight of critical technology providers, analysis of major cyber incidents, and exercises to strengthen responses to systemic disruptions.

The authorities also intend to reduce overlapping requirements and improve consistency across national supervisory practices.

For firms developing tokenized products, the program signals sustained regulatory attention and more structured engagement. Whether projects can scale will depend partly on demonstrating that technological improvements preserve the safeguards underpinning conventional financial markets.
