Did the SEC Really Predict $3,300 XRP? We Checked the 41-Page Filing

The eye-watering figure is in fact real, appearing on page 22 of a 41-page supplemental submission attached to SEC Rulemaking Petition 4-867.

However, the document was submitted by Boyd Roberts of Big Picture Group and includes a clear disclaimer.

Where Does the $3,300 XRP Price Appear?

The calculation forms part of Roberts’ revised “Great Sovereign Reset” theory, which imagines XRP, gold and oil operating within a new global monetary settlement system.

Under the hypothetical model, the US would control 10 billion XRP through a sovereign trust or similar government-backed structure.

The document then applies the following illustrative valuations:

  • 261.5 million ounces of US gold at $25,000: $6.54 trillion.
  • 10 billion XRP at $3,300: $33 trillion.
  • Combined theoretical value: $39.54 trillion.

That combined figure was selected because it is broadly comparable to the author’s cited figure of approximately $39.5 trillion in gross US federal debt.

In other words, the document does not analyze XRP adoption; it works backward from the size of the US government debt.

It asks what XRP valuation would make a hypothetical sovereign asset portfolio equivalent in size.

Did the SEC Publish an XRP Price Prediction?

The SEC’s official page for Petition 4-867 identifies the material as a petition for rulemaking and provides links to the original submission and its 2026 supplement.

Publicly hosting a petition does not mean the SEC agrees with its contents.

Individuals and organizations can petition federal agencies to create or repeal rules. The agency then makes those submissions available as part of the public record.

The $3,300 scenario, therefore, carries no more authority simply because the document is downloadable from SEC.gov.

The Author’s Original XRP Prediction Already Failed

The revised document is considerably more cautious than Roberts’ original five-page petition, which was submitted in August 2025.

That version assigned a 99.5% probability to a sovereign reset occurring between Aug. 26 and Sept. 6, 2025.

It also assigned a probability of 98.6% to “XRP activation” and only 4% to no repricing.

The predicted reset did not happen.

Roberts acknowledges the failure in the new submission, stating that the dates passed and the forecast was wrong.

The 2026 supplement specifically removes the date-specific prediction and reframes the concept as an unconfirmed scenario.

What Would $3,300 XRP Price Actually Mean?

XRP trades near $1.51 at the time of writing, with approximately 68 billion tokens in circulation.

Reaching $3,300 would therefore require the crypto to increase by around 2,185 times, equivalent to a gain of approximately 218,000%.

Applying the same value to XRP’s maximum supply of 100 billion tokens would produce a fully diluted valuation of $330 trillion.

Those figures are much larger than the $33 trillion shown in the petition because Roberts’ arithmetic applies $3,300 only to the hypothetical 10 billion XRP in the government’s inventory, not to every token in existence.

The document seeks to resolve that problem by envisioning an official institutional value supported by collateral rules and central bank facilities.

However, none of those mechanisms currently exists for XRP.

So, while the $3,300 figure exists, the claim surrounding it removes essential facts.

It was produced by an outside petitioner and is explicitly labeled as illustrative arithmetic rather than a price forecast.
