A popular XRP commentator has claimed the CLARITY Act could create XRP millionaires “overnight” as Washington prepares for a crucial procedural vote on the crypto market structure bill.

However, prediction market traders do not share the YouTuber’s confidence.

Digital Asset Investor Predicts XRP Millionaires

Digital Asset Investor made the bold XRP prediction after showing viewers a clip of Vance discussing the CLARITY Act.

During the exchange, the interviewer suggested that regulatory clarity could unlock tens of trillions of dollars in potential investment and “literally make millionaires overnight.”

Vance did not endorse the millionaire prediction, but described the legislation as an important step toward establishing clear rules for the US crypto industry.

Reacting to the clip, Digital Asset Investor applied the millionaire argument specifically to XRP.

“It will make XRP millionaires overnight,” he said.

He assumes the legislation would trigger significant capital inflows into XRP.

The legislation would establish definitions for digital assets and reduce legal uncertainty surrounding crypto trading in the US.

However, its effect on an individual token would still depend on adoption and how regulators implement the legislation.

SEC Chair Anticipates CLARITY Act Passage

Atkins also expressed optimism about the CLARITY Act’s passage during a Sept. 2 appearance on Fox Business.

When asked whether Trump would sign the legislation this year, the SEC chair pointed to the expected Sept. 15 Senate vote.

Atkins said he “anticipate[s] and hope[s]” that the legislation will pass the Senate before eventually reaching the president’s desk.

The SEC chair made the comments while discussing Regulation Crypto Assets, a new agency proposal intended to make it easier for crypto companies to raise capital in the US.

Atkins described the initiative as the SEC’s “most historic step yet” toward fulfilling Trump’s ambition of making the US the world’s crypto capital.

The proposal would establish a clearer path for digital asset businesses to offer products and raise money domestically.

According to Atkins, previous regulatory approaches drove innovators offshore even though American investors could still access overseas markets through the internet.

Prediction Market Traders See Just 16% Chance

Prediction market traders remain considerably less optimistic that the bill will become law this year.

The Polymarket contract on whether the CLARITY Act will be signed into law before the end of 2026 had attracted approximately $11.7 million in trading volume at the time of writing.

Despite that activity, traders put just a 16% probability to the Act passing.

The House approved the CLARITY Act by 294-134 in July 2025, with support from 78 Democrats, according to the official roll call.

The upcoming Sept. 15 procedural vote will require 60 senators to advance the legislation.

However, even if cloture succeeds, that would only allow the Senate to move forward with debate — it would not send the bill directly to Trump.

Lawmakers would still need to settle outstanding disagreements and potentially reconcile any Senate amendments with the House-approved text.
