Grosvenor Casino’s Crypto Checks Stopped at Conversion

The Commission found that Grosvenor’s procedures appeared to require only verification that crypto had been converted into fiat through an appropriate bank account before being used to gamble.

Its assessment identified unclear processes for examining the legitimacy and risk of crypto assets presented as customers’ source of funds.

Investigators also found a customer whose crypto funding had not prompted an increased risk rating. Grosvenor’s own policies required enhanced due diligence for these customers.

It was reported that venue managers’ discretion contributed to inconsistent decisions about higher-risk customers and whether financial evidence received sufficient scrutiny.

Heavy Losses Failed to Trigger Intervention

The settlement covers Grosvenor Casinos Limited, Grosvenor Casinos (GC) Limited, and Gaming Group Limited.

One customer won approximately £260,000 before losing around £250,000 over 12 days, with no safer-gambling interactions recorded.

Another lost approximately £50,000 without an interaction.

A customer who had returned after self-exclusion also reportedly lost £25,000 before staff intervened.

The regulator also found that AML policies had not properly incorporated changes to money-laundering regulations made in 2020.

Customers faced inconsistent risk assessments, while enhanced checks were sometimes omitted despite being required by the operators’ policies.

Earlier UK Cases Flagged Casino Crypto Payment Risks

British regulators have previously penalized casino operators for overlooking crypto risks.

In March 2021, In Touch Games received a £3.4 million fine for failures, including the inadequate assessment of a payment provider that also operated as a crypto exchange.

The Commission also found that the operator failed to properly scrutinize customers’ source-of-funds evidence and ordered an independent compliance audit.

Crypto casino brand Stake later came under scrutiny over its British marketing.

Its UK website, which offered conventional currency gambling, closed in March 2025 after a Commission investigation into a viral video featuring Stake branding and an adult actress outside Nottingham Trent University.

The fallout also reached football sponsorships. The regulator asked clubs to demonstrate that British customers could not access their sponsors’ unlicensed gambling sites, including through VPNs.

TGP Europe, which operated Stake’s UK site, then surrendered its British license in May 2025 following separate enforcement action.

It had been told to pay a £3.3 million penalty and improve checks on business partners and money-laundering risks.

Rank Must Submit to External Audit

Rank’s £5 million settlement is a payment, not a financial penalty, directed to the government’s Consolidated Fund.

The agreement includes investigation costs and an external audit to be conducted within six months of the license review’s conclusion.

The Commission credited Grosvenor with swiftly introducing remedial changes and cooperating fully, noting that it had previously received formal advice about similar concerns.
