The official legislative record tells a different story.

Florida senators did vote 37-0 on March 5 for HB 175. The House had passed it 102-2 two days earlier. But HB 175 is titled Payment Stablecoin, and DeSantis signed it into law on June 26 as Chapter 2026-176.

What Florida Actually Passed

HB 175 creates a state regulatory framework for companies issuing payment stablecoins.

From Oct. 1, qualified Florida issuers generally need to operate as licensed money-services businesses or approved trust companies. They must comply with reserve, anti-money-laundering, and sanctions requirements modeled on the federal GENIUS Act.

The law also says that qualifying payment stablecoins are not securities under Florida law, exempts certain peer-to-peer transactions, and requires issuers that reach $10 billion in consolidated issuance to transition to federal supervision unless they obtain a waiver.

That is meaningful crypto legislation, but it just is not CLARITY.

The federal Digital Asset Market Clarity Act addresses a much wider problem: how digital assets should be classified and when the SEC or CFTC has jurisdiction over them. It also establishes registration frameworks for digital commodity exchanges, brokers, and dealers.

Florida cannot create its own equivalent that determines federal SEC-versus-CFTC jurisdiction.

What About the ‘$1.7 Trillion Unlocked’ Claim?

That figure appears to refer to the approximate scale of Florida’s economy, not to new capital made available for cryptocurrency.

GDP measures the value of goods and services produced in a state. It is not a pool of investable money that becomes available when legislation passes. The Bureau of Economic Analysis reported that Florida’s real economy grew 3.1% in 2025, among the fastest state growth rates in the country.

So the underlying development is real: Florida has enacted a substantial stablecoin framework with overwhelming bipartisan support.

But the viral framing combines three separate ideas, Florida’s 37-0 stablecoin vote, the federal CLARITY Act and Florida’s roughly trillion-dollar-plus economy, into a conclusion the legislation does not support.

The actual federal CLARITY Act remains in Washington, where its next major Senate procedural test is scheduled for Sept. 15.
