Bitcoin to $1.5M? Trump’s CLARITY Act and BTC Buying Support Puts Cathie Wood Prediction in Focus

Cathie Wood’s prediction that Bitcoin could reach $1.5 million by 2030 has returned to the spotlight after President Donald Trump began talking again about US government accumulation.

Wood, who has predicted Bitcoin will reach $1.5 million, said in January that the Trump administration’s purchase of BTC for its Strategic Bitcoin Reserve would be a catalyst for growth. 

At a White House gathering on Wednesday, Aug. 19, Trump left that possibility open while pressing lawmakers to advance the Clarity Act.

Donald Trump Backs CLARITY Act and Floats Additional Bitcoin Accumulation

Trump used the White House meeting to urge the government to pass the now-stalled CLARITY Act.

“Now we need Congress to take the next step by passing the CLARITY Act,” Trump said, calling for a “fair version” of the legislation.

The president then went further when a reporter asked whether his administration planned to accumulate sizable amounts of Bitcoin.

“It’s been talked about,” Trump replied, according to a transcript of the event.

Trump said he would rely on recommendations from SEC Chair Paul Atkins, CFTC Chair Michael Selig, and other officials.

Brian Armstrong Says the Industry Is ‘Ready’

Coinbase CEO Brian Armstrong emerged from the meeting with an emphatically bullish reading of the administration’s position.

In a post on X, Armstrong said Trump’s message was clear: the White House was committed to passing the CLARITY Act. 

He also said Atkins and Selig were aligned and that “the entire industry is ready to get this across the finish line.”

Armstrong pointed to an estimate that 67 million Americans own crypto and said he was confident the Senate would listen. 

The figure comes from a 2026 National Cryptocurrency Association survey conducted with The Harris Poll, which estimated that roughly one in four U.S. adults holds crypto.

However, the bill is not scheduled for a final up-or-down vote on Sept. 15.

The vote is expected to decide whether the chamber can formally begin considering the legislation. 

Even a successful result would leave several steps before the bill is fully passed. 

What Trump’s Bitcoin Reserve Policy Actually Allows

Trump’s latest answer builds on a policy already established in March 2025, when he signed Executive Order 14233.

The order created two separate vehicles:

  • A Strategic Bitcoin Reserve for qualifying BTC finally forfeited to the federal government.

  • A US Digital Asset Stockpile for forfeited crypto assets other than Bitcoin.

Under the order, Bitcoin deposited into the reserve generally must not be sold and should instead be held as a US reserve asset. 

The Treasury and Commerce departments were also directed to develop “budget-neutral” strategies for acquiring additional Bitcoin.

That language permits officials to explore further accumulation but does not allow an unlimited government buying program. 

This policy was tested publicly in early 2026 after around 57.5 BTC connected to the Samourai Wallet criminal case was transferred to a Coinbase Prime address. 

The movement prompted speculation that Bitcoin had been sold and led Sen. Cynthia Lummis to question whether federal agencies were complying with Trump’s order.

On Jan. 16, White House digital assets adviser Patrick Witt said on X that the Justice Department had confirmed the Samourai assets “have not been liquidated and will not be liquidated.” 

Cathie Wood’s Bitcoin Forecast Back in Focus

Trump’s willingness to hear proposals for further accumulation closely echoes a forecast Cathie Wood made at the start of 2026.

Speaking on ARK Invest’s Bitcoin Brainstorm podcast, Wood said the administration could begin buying Bitcoin as Trump sought to maintain political momentum before the midterm elections.

Wood argued that the reserve had so far depended on confiscated assets. She claimed the government would eventually start purchasing Bitcoin itself. 

The ARK Invest founder’s price forecasts have shifted over time. 

ARK’s published 2025 model set 2030 bear, base and bull cases of approximately $300,000, $710,000 and $1.5 million. 

Wood later cut the top figure to around $1.2 million after concluding that stablecoins had taken some of the payments and savings use cases previously assigned to Bitcoin.

In April 2026, however, Wood again described a roughly $730,000 base case and a $1.5 million bull case for 2030.

What Bitcoin Must Do to Reach Cathie Wood’s $1.5 Million Target

Bitcoin’s recent jump above $71,000 was significant, marking its highest level since early June.

Spot Bitcoin ETFs drew about $517 million on Aug. 19, while short liquidations accelerated the move.

However, the gap between a strong two-day rally and the market’s most bullish forecasts is enormous.

At roughly 20 million circulating coins, a $1.5 million Bitcoin would need a network value of roughly $31 trillion.

Reaching even the lower $250,000 threshold would therefore require more than favorable sentiment from Washington. 

Bitcoin would need:

  • Massive ETF and institutional inflows

  • Huge improved global liquidity

  • Continued corporate accumulation 

  • Enough demand to absorb selling from miners 

Trump’s push for CLARITY and accumulation has an undeniably easier route to success. 

The CLARITY Act will depend on 60 senators voting to begin debate on Sept. 15, and Bitcoin accumulation depends on Trump’s advisers’ willingness to find a lawful, budget-neutral acquisition plan.
