CLARITY Act Could Fail Today — Analysts Still Target $80K Bitcoin, $3K Ethereum and $4 XRP

The CLARITY Act faces a make-or-break Senate vote today as unresolved disputes threaten to derail the most consequential US crypto legislation in years.

Senators are scheduled to vote at 2:15 p.m. ET on Sept. 15 on whether to proceed with the Senate’s consideration of the bill.

Failure, however, could effectively end the bill’s chances before the November midterm elections.

That political uncertainty has not stopped analysts from publishing bullish targets for Bitcoin, Ethereum, and XRP.

CLARITY Act Remains in Danger Despite Trump Concession

Republican senators released a final 635-page draft of the CLARITY Act on Sept. 14.

The text followed a major concession from President Donald Trump on ethics restrictions.

It would prevent covered federal officials and their spouses from issuing digital assets or holding significant crypto interests. State attorneys general would also be allowed to enforce the rules.

Senators Cynthia Lummis, John Boozman, and Tim Scott said the draft contained 126 changes requested by Democrats.

“Democrats got what they wanted,” Lummis said.

“Now they need to take yes for an answer.”

However, the concessions have not yet secured the 60 votes needed to advance the bill.

Senator Adam Schiff said the ethics restrictions “don’t go far enough,” according to Semafor reporter Eleanor Mueller.

“They likely would not apply in the current form to the first family,” he said.

Schiff also claimed the text contained “just too many carveouts.”

Trump’s sons remain closely linked to World Liberty Financial and other interests, raising concerns about the draft’s focus on officials rather than their children.

Pro-XRP attorney John Deaton said he predicted Democrats would reject the bill even if Trump accepted their demands.

“They refuse to give Trump any type of legislative victory before the midterms,” he wrote on X.

However, opposition is not limited to Democrats.

Eight banking trade groups have criticized a new stablecoin “circuit breaker” included in the final text.

The measure is intended to protect community banks if customers move deposits into reward-bearing stablecoins.

But the groups called it “not a safeguard at all.”

They argued that the provision would activate only after “substantial deposit flight” had already occurred.

The banks want lawmakers to close loopholes that could still permit interest-like payments on stablecoin balances.

What Happens if Today’s CLARITY Act Vote Fails?

A defeat would prevent the Senate from formally taking up the legislation through the current process.

The CLARITY Act would not automatically disappear, but reviving it before the midterms would become extremely difficult.

Sept. 15 falls in the final week when both chambers are expected to be in session before the election, leaving little time to negotiate another agreement.

Even if cloture succeeds, the legislation would still face several hurdles.

Senators would have to complete action on the motion to proceed, consider the final text as a substitute amendment, and hold a separate vote on passage.

The House would then need to approve identical language before the bill could reach Trump’s desk.

Despite that risk, analysts have continued to publish bullish price forecasts for Bitcoin, Ethereum, and XRP, although each target depends on hugely different conditions and timeframes.

At the time of reporting, Bitcoin was trading near $76,850, while Ethereum stood around $2,472 and XRP near $1.39.

Bitcoin Price Prediction Targets $80,000 Within Two Days

DailyForex analyst Crispus Nyaga believes Bitcoin could still test $80,000 within one to two days despite the political and monetary risks hanging over the market.

Nyaga identified a bullish flag on Bitcoin’s daily chart, a continuation pattern that can precede another move higher.

BTC has also remained above its 50-day moving average and the key support area around $75,993.

His bullish trading scenario targets $80,000, with a stop-loss at $75,000.

However, Nyaga’s bearish setup instead targets $75,000, with a stop-loss at $80,000, if sellers take control.

A fall below approximately $75,993 would invalidate the bullish thesis, according to the analyst.

Ethereum Could Reach $3,000 if the Bill Passes

Meanwhile, crypto analyst Ted Pillows has tied Ethereum’s next major move more directly to the CLARITY Act.

Pillows noted that Ethereum failed to close above $2,550 last week, which leaves that level as the immediate resistance bulls must reclaim.

He said passage of the legislation could push Ethereum back above $2,550, potentially opening the way for a rapid move toward $3,000.

At Ethereum’s current price of approximately $2,472, the target would require a gain of about 21%.

However, the forecast rests on the CLARITY Act passing and Ethereum beating $2,550.

XRP Forecast Sees $4 to $7

XRP’s most ambitious forecast operates on a much longer timeline.

24/7 Wall St analyst Sam Daodu said XRP could exceed its record high and trade between $4 and $7 if several regulatory and market conditions align before 2029.

First, the CLARITY Act would need to become law in either 2026 or 2027.

Second, XRP would need to benefit from another broad crypto bull cycle.

Daodu also said exchange-traded funds would need to increase their holdings to approximately 4% to 5% of XRP’s circulating supply.

Under that scenario, XRP could clear its previous record of approximately $3.84 and trade between $4 and $7, marking a gain of roughly 188% to 404% from $1.39.
