Cardano, SERPRO Partner To Drive Blockchain Adoption in Brazil’s Public Sector

SERPRO, Brazil’s largest public-sector IT provider, plays a critical role in the country’s digital infrastructure, managing over 750 operational digital solutions, 33 billion transactions annually, and 30.4 petabytes of data across cloud platforms.

The partnership with the Cardano Foundation is expected to contribute to ongoing digitization efforts.

However, integrating blockchain into public administration at a large scale presents challenges, including regulatory considerations and technical feasibility.

Alexandre Gonçalves de Amorim, president of SERPRO, said the collaboration represents an opportunity to explore blockchain’s potential role in government systems.

“By combining SERPRO’s extensive public sector expertise with Cardano’s blockchain infrastructure, we’re positioning Brazil at the forefront of digital government transformation,” Amorim said.

SERPRO oversees 90% of Brazil’s federal public administration structural systems, making its role significant in shaping the country’s digital governance strategy.

Blockchain Education

As part of the partnership, the Cardano Academy program will be launched to train SERPRO’s 8,000 employees, including 2,000 developers, on blockchain fundamentals.

Frederik Gregaard, CEO of the Cardano Foundation, emphasized that blockchain education is a key step toward potential adoption in government services.

“By integrating Cardano’s solutions into SERPRO’s extensive network, we’re enhancing transparency and improving service delivery for millions of citizens. This sets a powerful precedent for government adoption across Latin America and showcases Cardano Foundation’s commitment to driving meaningful technological progress in the region,” Gregaard said.

The education program will provide technical training, certification opportunities, and masterclasses, aiming to equip public-sector workers with blockchain expertise.

Brazil has already made strides in digital governance and ranks second globally in digital government maturity.

However, whether blockchain technology will play a significant role in Brazil’s public administration remains to be seen, as adoption depends on real-world implementation and regulatory approval.
