CFTC Chair Rostin Behnam Joins SEC’s Gary Gensler in Exiting Amid Regulatory Shakeup

U.S. Commodity Futures Trading Commission (CFTC) Chairman Rostin Behnam has announced his resignation.

Behnam will join Securities and Exchange Commission (SEC) Chairman Gary Gensler in stepping down on President-elect Donald Trump’s inauguration day, Jan. 20.

CFTC Chair Departs After a Quiet Tenure

While Behnam’s tenure was not as contentious as that of his SEC counterpart, it was marked by efforts to position the CFTC as a leading regulator in the crypto market.

Under Behnam’s leadership, the CFTC pursued notable cases against major crypto players, including the now-defunct FTX and Binance , focusing on enforcing regulations against foreign exchanges offering leveraged crypto trading to U.S. customers.

The agency also cracked down on crypto betting platforms like Polymarket.

In a statement  on Jan. 7, Behnam reflected on his time at the agency:

“As Chairman, I led the agency with a focus on identifying, assessing, and addressing risks within our regulated markets. Additionally, I took actions anchored in building consensus—strictly within the bounds of the law, and towards establishing appropriate guardrails to minimize disruption, maintain a level playing field for all stakeholders, and fulfill our mission and purpose.”

Pro-Crypto Leadership on the Horizon

Behnam’s departure paves the way for a potential shift in the CFTC’s approach under the Trump administration.

Historically, the CFTC has played a secondary role in financial policy, focusing primarily on the derivatives market.

However, with Trump’s pro-crypto agenda, the agency is expected to take a more prominent role in overseeing crypto regulations.

Trump, who secured the 2024 election with substantial support from the crypto community, has pledged to appoint pro-crypto figures to key regulatory positions.

His administration has already signaled a commitment to this promise, nominating pro-crypto leaders for the SEC, Treasury, and a newly created White House crypto czar position.

Speculation is rife about who will succeed Behnam.

Reports  suggest Trump is considering former Republican CFTC executives for the role, with Summer Mersinger or Caroline Pham likely to be named as acting chair.
